For a custom NPC? You'll have to add a script to that dialogue choice that will make them hostile. Don't ask me how, though. My scripting knowledge is limited to adding items to your inventory and making animation mods.

Chinese Stealth Suit is in New Vegas already. Somewhere in Hoover Dam's office level. Doesn't have a stealth field, though.

Because people like getting credit for the work they do? It's not a horrible ego trip to want to be given credit when your work is snatched up by someone else and then uploaded to a site like Nexus. Pulling all of your mods over something like that is less understandable, though.

Modders who mod for the sake of modding exist, but even they still want at least their name mentioned if their work is used for something else. It's just a basic part of our minds to want aknowledgement for producing something that others love or find useful.

You can use scripts to add weapons to the leveledlists. That's the way that won't make your mod incompatible with everything ever. It would still take a while to do, though.

Find the helmet in the GECK and edit it. Click the Mask slot in the Biped Object thing, towards the bottom, to remove the blue selection bar from it. Save and activate mod.
