Thats because they usually reuse the same engine. The model assets are different in Skyrim than previously, however, as the engine has been redeveloped. Certain assets can be reused but the custom bodies from prior games need to be reworked from scratch since there is an obvious difference in proportions when it comes to the skeletal mesh.

They're not reused though, some dude actually bought the game and started working on a nude texture within 24 hours of release. This is where the priorities of the modding community lie in these games for the most part.

Man, this is literally the complete opposite of being true. FOOK is actually one of the more bloated mods on the nexus. It is great if it's the only mod you're running, and I'm pretty sure that it was developed to be the ONLY mod that you need to run, but if you like customizing your play experience via tweaks or multiple mods then good luck finding compatibility patches, because it conflicts with EVERYTHING.

You can pick and choose what features you want from project nevada, first during installation and then again via an in-game menu that allows you to tweak every setting. It also preserves more of the "vanilla" playing experience and adds some features that make it play more like an FPS, like sprinting, bullet time and a grenade hotkey. All of these can be switched on or off via the in-game menu, just like all of its other features. And it does nearly everything via script, which requires more expertise than editing values but increases compatibility.

I think that FOOK was basically developed for people who are completely new to modding and who never plan on downloading any other mods.

If someone fits this category then it's probably a quality, free product. But if you like to apply a lot of mods and tweak things to your taste, you're going to hate fook because it's another hobbyist's idea of how a game produced by someone else should be played.
