Pardon me for being an idiot, but isn't the tube analogy kind of right in some spots? There are various connections to various servers/computers around the world. They can each only handle so much data at a time, and if that data exceeds how much the "tube" can take, it has trouble getting through because the servers are overloaded with data from the tube?
