Space Giraffe is by Jeff Minter, and that's really all you need to know. It's heavily inspired by Tempest, but quite different. When it was released, it got really mixed reviews - some people just loved the hell out of it, and some people thought it was utter garbage. I'm in the "Loved the hell out of it" group, although it's certainly not for everyone.
