In 2001 the other headliners negotiated (threatened with a walk out iirc) a contract similiar to Rob Lowe, which was only fair since West Wing was very much an ensemble piece at that point. Up untill 2001, Rob Lowe made more than twice as much as everyone else, besides Sheen. Martin Sheen got a huge pay raise though in 2002-3, which might have pissed him off.
