How it got there is not known but it is referred to, IIRC, as a worm that is eating the Sun's heart. Also, there is speculation that the White Fountain that severian uses to bring about the New Sun is actually a 'white hole', a theoretical object in astrophysics that is the opposite of a black hole that emits stuff rather than swallowing it. I don't know if there's ever been found observational evidence of white holes, I think mostly they are theorized because of the symmetrical nature of most of physics.
