I use cellulose-based tea filters for travelling (and also at home because oh god I'm so poor) and they seem to work pretty well. It's like 7 bucks for 100 of them, and the base folds out so the leaves can expand. Scoop tea into filter-bag-thing, place in cup, add water, wait impatiently, enjoy. I buy the tall ones so I can sort of hang it off the side of the cup and not worry about fishing a soaking wet blob out of near-boiling water.
