Does turn by turn navigation work offline? I've tried downloading the map area and have the GPS on while turning my data off. The blue arrow can find where I am on the map but when I try to navigate to a point on the map I'd get stuck on "getting driving directions." Anybody got it to work?

Is offline navigation only available in the US right now? I'm in Canada and can't get it to work. My Maps version is 9.16.2

Play Store tells me my 9.16.2 is up-to-date and the user reviews that mentioned offline navigation are "for an older version." I've only been waiting for this feature for 3 years, what's another 3 weeks/months.
