I'd start with the cheapest plan, and then upgrade when you need more bandwidth or space.

Using CloudFlare can also help. After I started using it, I got a lot less spam on a wordpress blog. Do you use captcha on the sign ups? I know some forums will even have captcha on the first few posts for new members too.
