The reasons a lot of chili-cookoff people don't use real ingredients is, I'm told, a matter of consistency. If you just use powdered/dried ingredients processed under very controlled conditions, that gives you a better idea of what your end product will look like. And these people want to know EXACTLY what their chili will taste like before they even start cooking. I don't know how true or false that is; it's plausible enough.
