Tip: If you upload to imgur it automatically generates a smaller size version of your picture. Just append an l (lower-case ell) to the base name of the image.
E.g. http://i.imgur.com/iV46y.jpg from just before in this thread would become http://i.imgur.com/iV46yl.jpg, you can then put the smaller image in [img] tags and put an [url] tag to the full size version around it.
Example:

Most other image hosting sites probably do similar things.

I understand the rule like this: If you just want to show off your picture, put it in the dump. If there is any chance you want people to actually talk about it, take the small, additional effort to post in PAD instead. "If you don't want to talk about our pictures, we won't talk about yours either."

I think the general gear thread could use a restart soon. It's past 12k posts and more than 3 years old. I think mainly to make it look less scary for new posters. (There isn't much new information that needs to go in the OP, I think.)
