Honestly that sounds to me like it could be a busted firmware or something. Depending on the type of tablet you could try booting it in recovery mode. Usually it's something like: hold power for like 20 seconds to ensure it's powered off totally, then hold up+power or down+power to boot it into recovery. But it depends on the model.
