That doesn't sound scammy to me so much as this: probably someone who has no experience with this kind of thing, is new to web-based stuff, and is using Upwork to try to get someone to help them. I meet people all the time who are just starting to branch out into ecommerce stuff who have little to no previous computer experience beyond just using a smartphone or doing email. They want to promote on Facebook or Instagram but they don't know how. Likewise they probably don't know how to hire or price this work so they're trying to figure it out. It's still too low a price, but I wouldn't automatically assume that it was suspicious from what you've said about it.
