I have a cousin with a h6 outback with at least steering rack issues. I no nothing of these cars, is he out of his mind asking $3k for a needy version with 130k?

I don't live nearly close enough to put the work in and make the car a solid driver. Plus, he's moving to Oahu in a month or so.
