That is accurate - one of my best friends from college had a brother who was an accomplished mechanic, and I had him teach me the mechanic tricks so I know what to watch for. Mechanic dealing is awkward, but is usually hidden by the general magician sleight of hand - it helps if you are very charismatic (which this guy was), practiced (ditto), and just generally smooth (ditto again), but if you have it shown to you, it is detectable... As long as you look at the hands only. Proving it is a different story from seeing it, though. That's why we always have the guy in the big position (even in a dealers choice game where there may be no big) make the cards in the hand prior to his small position and hand them directly to the next game's CO to cut prior to the deal. CO then cuts, puts the top on the table in front of dealer and hands him the bottom. That pretty much prevents all the bullshit. And jase1 is dead on about cash game banker etiquette. That's the only way to do it.

If you get a handicap at a lower skill level than you actually have, you will either gain an advantage over an equally skilled (and honestly rated) opponent, get an additional advantage over a higher skilled (and honestly rated) opponent or get a lower disadvantage against a lesser skilled (do I need to say it again) opponent.
