I'm betting on both. re-using art assets to great effect (i.e. hardly anybody notices they're reused) is a talent of square enix's and was actually pretty common in the PS2 era, all the way back to the beginning of games. Now, it's really hard to re-use art assets, in part because with HD everything is so noticeable; also because art teams really love to create new art assets.
