The Hannah one was answered earlier in the thread, I think.

Axemaniac is a mod of Games; not sure of the specific story of the smiley, but it doesn't strike me as odd that he'd be associated with Mega Man.

Yes, but it still has maximum dimensions (at least for reactions), so anything with a substantial aspect ratio just gets crushed.
