I don't remember the context exactly but it was posted in a non-Mass Effect GBS thread, everyone thought it was hilarious, and then I guess Games decided to appropriate it because apparently we don't have enough Mass Effect smilies and we need to brand only vaguely related things with ME. I'm almost positive its a ME2-related smiley, hence why its called shepface. Its not a reference to that particular image, but a different one that looks a lot more like it.
