I thought the one of the main reasons behind FCC carrier licensing was ensuring free and fair access to public broadcast content. How does encrypting it help anyone but cable companies? Consumers don't have any Aspen ski trips or cushy jobs to offer to the fcc commissioners and they are in an appointed position so there's no reason for them to give a rats rear end about being fair.
