Skirmishes sure, and that ridiculous tree incident, but I think for all their bluster they're scared to do anything because they know China is the only reason they aren't currently part of (South-run) Unified Korea, and that China won't actually help them if they strike first. Is sinking a South Korean frigate and killing 50 sailors just a skirmish?
