Nobody has died due to radiation exposure at Fukushima, as opposed to the countless disasters that have happened due to the gathering of fossil fuels and the many deaths and illnesses that air pollution causes.

Ideally, the government should redistribute the productivity gains through the population using taxes and spending, and enact measures that ensure employment, such as subsides to pay for more public service workers and maybe a reduction of working hours. Of course, that would require a sensible government that wasn't run by the rich, who want to keep most of the gains for themselves.

How come Japan has high unemployment with so many aging workers? Are they just not retiring, or are companies not replacing them when they do retire, or is it some other factor?

It isn't exactly a bilateral thing though. South Korea isn't the only country that was a victim of Japan's atrocities during WWII. Japan is worried that if they formally give in on this it will be used as precedent by other countries, who will want their own repirations.
