Best part is it's goon-written but I can't recall for the life of me who it's by, but it got started in the video game urban legends thread.

Based on that Mario 2 video, I think I'd die of laughter first. I know nothing about purposely glitching games, but the results are so absurd - is this on-purpose glitching a fairly recent thing?

Doing it through an emulator? That's relatively recent. The principle? That goes at least as far back as the Atari 2600:

Turning the console on and off repeatedly in order to induce memory errors, also known as "frying" the cartridge.

What is this? Does anybody even know?

(If I recall correctly, I think this was once featured in a past Awfulvision)

That's a "make-your-own" type of fighting game, I want to say it's just called "Fighter Maker". In any case, it didn't really care what kinds of animations you made, and so there you go.

Apologies because it's Angry Video Game Nerd, but, well, just LOOK at this. Did EVERY copy of Rocky for the PS2 do this or did he get a weird press?

Did anyone ever figure out why Louis Letrush specifically is so much more prone to glitches than any other named NPC?

I'm not 100% sure, but I think I remember reading that it has to do with the fact that there are actually THREE different Louis Letrush NPCs, which they used as the various ways to resolve his questline. In my case, he tried to kill me when I returned his horse but he was flagged as essential so I couldn't just kill him and when I tried to calm him down via the console he just got all pissed off that I was trying to return his horse.

Generally speaking, they flagged way, WAY too many NPCs as essential. It seems they were deathly afraid you might fail a quest

It also deals 15 points of fire damage.

Targets on fire take extra damage.

The problem isn't NPCs tagged essential (although it is, but maybe New Vegas spoiled me), it's NPCs tagged essential that AREN'T. Like the old prick in the white phial quest who sends you on a suicide mission and then rewards you with five septims.
