On a fundamental level, there's no difference from a game with six players controlling a PC each and one with three players with two PCs each. The GM already runs up to a dozen bad guys, why should the players have to stick to a single dude?

So basically, look at 4E's later Monster Manuals (3 onwards) and apply monster design principles to PCs, I guess?

You could divide the game into formal phases like I believe One Ring and Mouse Guard do. You could have a "campaign structure" of marching, preparing for battle, fighting, and finally regrouping, and only allow some limited number of actions to be performed per phase.
