I think it's just the difference between Portuguese and Spanish. In America you pretty much only ever hear it pronounced the Spanish way, so I was pretty thrown off the first few times I heard "Jo-say" as well.

A penalty is over when the referee says it's over. I think there maybe used to be language about the energy of the ball being exhausted, but now it's totally the ref's call.
