I think it's just the difference between Portuguese and Spanish. In America you pretty much only ever hear it pronounced the Spanish way, so I was pretty thrown off the first few times I heard "Jo-say" as well.

A penalty is over when the referee says it's over. I think there maybe used to be language about the energy of the ball being exhausted, but now it's totally the ref's call.

She really ought to, but FIFA has (I believe) a de facto policy against referees of opposite gender in internationals. I think it might actually be a little more complicated than that (I'm pretty sure we had a discussion in either the referee or rules thread) but it's rare to say the least.
