Magneto definitely could just control minds at first, and then they tied it into his magnetism powers later, and eventually just sort of stopped using it. I remember in the 90's he used his magnetism powers to cure Boom Boom's brain damage.

The fingernails are the colorist not paying attention but the blue eyes are because that's actually the Punisher. I think I remember a few people commenting on the eyes during his team up with Luke Cage.
