I wouldn't say single-handedly (racism towards black folks in the South and Hispanic immigrants in the Southwest played a huge role too), but it is kinda hard to overstate the impact his papers' yellow journalism had on public opinion. Whether he did so consciously because of the challenge he faced in the hemp industry is another matter that I'm not entirely sure of. That's certainly the story I've heard multiple times though, and it makes sense to me.
