In Portugal, for example, it's not a crime to have under 10 days supply of a drug (more than that and they assume dealing and it's a crime). So it's not "yay legal coke!" but rather if you get caught with coke they'll take it away, maybe fine you, and require you to attend meetings about how coke is bad, talk to a drug counselor, etc. How do they measure "10 days supply"?
