Plus, I kind of assumed the written test Saitama failed on was stuff like first aid, evacuation procedures, how to find Sea King without stealing Mumen Rider's phone... Saitama is a good punchman, but as we keep seeing, there's more to being a hero than punches.

A good Jobber has to be shown as strong and competent most of the time, or it doesn't mean anything when they job to the proper villain. Therefore Genos is strong and competent most of the time, unless it's an opponent Saitama is going to be (or has been) fighting.

I'm hoping Garou decided to bring a live hero, to fight in front of the monsters to show them exactly what he can do. And Saitama is incredibly disappointed to find out they weren't going to a new discount supermarket.

IMO the main reason Genos doesn't feel like Worf is because he's rarely clowned by a monster. He gets in good hits, stops the monster from harming civilians, forces it to change forms and reveal a new power etc. So, even though he loses, he doesn't utterly fail.

I've never seen Kamen Rider, but I've learned through osmosis that he kicks for justice and rides a motorcycle. Also there's been lots of Kamen Riders, each with a different insect themed helmet. Common Rider works about as well as Mumen Rider as a 'This guy is like Kamen but not as good' joke. Like when you have a hero named SuperGuy or Batsman you don't need to know more to get the joke. Anime fans are generally in the 'vaguely aware of Kamen Rider' camp, and if not it's fun trivia when they wonder about the name, and now they're vaguely aware of Kamen Rider too.
