The first episode of the Wire definitely feels like they did some things just to keep people watching to the next episode. As great as it is once you get to really know the characters, Rawl's "damnit McNulty, you're outta line! " bit seems like pretty standard cop drama affair. The cop scenes and the court scenes didn't really do anything for me in the first episode, or even the first few episodes. It was all about the street. The first court scene lead me to believe that D'angelo was going to be a bad guy, but when you see him interacting with the Barksdale crew with a sort of somber tone is when the duality of the show first hit me.
