Are Android devices still unable to change framerates (for playing 24/30/60 fps content)? If I recall correctly that was because the Android API did not allow for that. Is that still the case? I have been unable to find definitive information via Google.

I'd guess it is the startup crashes problem described here. I'm having that problem on my Shield as well.
