I'm kinda amazed that no one's brought up Mazes & Minotaurs, a very good and completely free fantasy rpg that probably has the most supplements of any free rpg on the Internet besides perhaps Basic Fantasy Roleplaying and the mentioned below Talislanta & Marvel FASERIP

Also worth mentioning is http://www.classicmarvelforever.com/cms/ which has the entirety of the old TSR Marvel FASERIP rpg and as far as I can tell isn't illegal(since said site has been up and public for about a decade at this without getting sued by Marvel or Disney) but if the mods have any problem with me linking to it I'll edit the link out

And last but not least is Talislanta http://talislanta.com/ a long running multi-edition fantasy rpg available in it's entirety which runs off a derivative of the Basic Roleplaying system(aka the system used by Call of Cthulhu & Runequest) and is infamous for it's advertising slogan; "No Elves!"
