How are corporate discounts applied against mobile share plans? If I have 2 smart phones and the 4GB package and a 19% discount is it applied to the base charge, the smart phone charges, or both the base charge and the two smartphone charges?

Does buying an ebay unlock code for an AT&T phone unlock it for use with other domestic carriers like T-mobile, or is that strictly for international travel unlocking?
