Typically when you buy a house that's covered by an HOA, part of the purchase contract is joining the HOA and signing the contracts that give them power over you. You basically can't buy a house but opt out of its HOA unless the rules say you can. Which does happen but it's rare. So yeah if you fail to pay dues or fines from violations you can be kicked out of your own house.
