I'd say it's reasonable to assume that an iPad could be a multi-user device, pretty much everyone I know who has one shares it with their family or significant other. I don't think it's unfair to want users accounts though only for iPads, it would be pretty ridiculous on a phone or even iPod. It would be great if Apple includes it in iOS 8, though I'm not very hopeful about it.
