It's not a "OMG HASBRO IGNORES HEADMASTERS" thing, it's a very understandable policy regarding essential small pieces that are easily lost. We might see Headmaster characters, but they won't have detachable heads that turn into little robots. That's also why any future combiners are going to be like WFC Bruticus and Prime Abominus. Weep for the future!
