 It likely doesn't. There are other masks in the game that have solely cosmetic effects that don't alter gameplay. One of them even makes the game harder by reversing the controls.

 My general rule of thumb is to use Tony to just beat the level or to speedrun it, or the Frog mask if you want to compete for a high score. Any other mask boils down to gameplay preference or style.
