There was even some pro-confederate unrest during the civil war. For most of the 19th and 20th, the upper echelons of the LAPD (including the chief) has had Southern origins and that was readily reflected in its policies and the attitudes of its street officers. Basically, for most of its early existence LA was a little slice of the south on the Pacific.
