I have no idea where you got this information from, but it is certainly wrong as hell. People own all sorts of dogs here and they aren't getting stolen from them and euthanized randomly. It isn't state-wide. It doesn't exist where you live. And more importantly, it doesn't allow the stealing and euthanizing of random dogs.
