If an army is entirely irregular they can elect an irregular lieutenant, which normally wouldn't be permitted, and in that case two of them can spend their irregular orders to elect a new one in case of LoL, but beyond that you pretty much got misinformed. Also, Irregular troops can coordinate orders with other irregular troops, but not with regular ones.

Finally got to play a couple games last night. Nice to see that problems can still be solved with HMG fire. Kinda sorta screwed myself by forgetting that Doctors are not Specialists in ITS missions, come list-writing time.
