I disagree, based on the fact that she lacks initiative and also, Homura's got more (or at least, bigger) flaws which makes her more interesting. I thought Yuri had a lot of potential (and being older was a big plus) but at the end of the day (or show if you will) she really didn't accomplish much, and was the reactionary party in every conflict. Also unlike Madoka where Homura's issues were at least in part self-caused, the ending of Heartcatch felt a lot like just making GBS threads on Yuri for no good reason (which is more a criticism of the storyline than character, but hey).
