You can apply for a waiver of the wait period if you're in the process of establishing residency, but only if you can prove that the costs incurred would break you financially or if they included emergency procedures that could not have been foreseen. (Seriously, if it was that easy to get free health care, people would be crossing the border all the time for it. The single-payer health care system is set up to benefit only those who have been paying into it.)
