He can't feel anything, like ants crawling into and onto his eyes. Family Guy is bad because they do the scene cuts every episode, often without any real purpose. This was more akin to an Anthology of Interest, a single episode break in format. I wouldn't be surprised if we see a gag or two in the future with the multiversal cable (since someone is almost always watching TV in the family), but don't expect another plot-less episode for awhile.

It might prove somewhat minor, but the Council of Ricks being destroyed impacts things inter-dimensionally, while the fall of the Galactic Federation is presumably localized to the current dimension. Maybe more in the category of "don't think about it" than potential plot thread, but I'm not sure they've completely closed the book on the Galactic Federation (beyond any Tammy stuff, of course). Whereas the Council of Ricks is basically rubble at this point.
