If there's an infinite number of dimensions and infinite number of Ricks then logically there's either an infinite number of Councils of Rick or the Council has an infinite number of members. So really they can show up again whenever it's funny to do so. But the infinite number of Ricks might have been Rick just talking poo poo so who knows.
