Yeah, I wouldn't be surprised if that was the worst stage of the bunch. It felt super weak compared to the rest of them so far, at least.

To answer Simon's recurring question about the wily stages vs. the normal stages and energy refills: I'm pretty sure the idea is supposed to be that you stop in at Dr. light's House between dealing with Robot Masters, but the entire Wily Fortress is supposed to be done "at once", in-universe. So Dr. Light refills your energy when you stop in, but because the only place you can teleport to is outside the castle (or else you'd teleport inside and skip all that bullshit) you can't go back home to refill without having to start the whole thing again and lose all your progress. It's a bad game design choice, but I can see what they were trying to do narratively.
