anything using base win32 libraries can be recompiled to run on windows rt, things that use custom x86 libraries will need them re-compiled for arm. the solution for that, if you couldn't re-compile the custom libraries, was to use wine style emulation. it's windows as much as windows for ia64 and power pc was windows

it's still used in embedded systems. iirc ford moved their sync platform to it after wince poo poo the bed why that made it a good fit for a mobile os re-imagining of a platform built on java and bailing wire, i'm unclear. but i'm not a visionary like the twin headed dragon of balsille/lazaridis

i worked at a place that refurbished and repaired them (among other phones) in the early 2000s. everything went to poo poo the moment they tried to add apps

there's a real good chance it will never boot and you'll have a $45 paperweight because the battery discharged too far while in storage and the firmware doesn't have the fix that will allow it to charge a discharged battery
