Yeah that's what i thought of the picture but he seems to just be waving it around in the video. From the picture i thought he was jumping the fence, which justifies police action. But in the video it seems the cop is just being a dick.

Actually, the use of pirotechnics at mass gatherings is explicitly forbidden by law and subject to criminal charges. That's why, if you look back through my Legia posts you'll find that flares are almost always lit behind cover and the people who do this have their faces obscured and usually change their clothes before lighting them, so that they can't be identified by stadium monitoring systems.

Local authorities in Silesia are currently discussing the closure of Ruch Chorzów's stadium until the end of the 2014/15 season after explosives and pyrotechnics were found dug underground in front of the visitor's stand. They were prepared to be triggered before this past weekend's game against their arch-rivals Górnik Zabrze. The intent was apparently to set them off at the start of the game so that they would incinerate their flags that would have been hanging on the fence, but there was enough material found to conclude that the resulting explosion could immolate and/or fatally wound visitors sitting in the front row.
