I'm capped at 90GB with close to a terabyte of Steam crap, and automatic updates never go anywhere near that much usage. But yes, throttling competing download sites is a large reason for instituting caps; it's one of the reasons the big incumbents up here in Canada give us such wretched service by default. Netflix was eating the cable companies' lunch, once upon a time, and they'll be god damned if they let something like that happen again while there's the opportunity to add something else to your bill.
