Many people find stuff that "borders of frightening" arousing. It's the same feeling that draws people to roller coasters, fear is exciting. Though that's not necessarily the main reason doctor patient scenarios are common, I bet more people are drawn to it by the power relationship inherent in the circumstance, and also just by their own familiarity with the situation.
