Still sounds like a dumb idea, and of course odometer readings would assume you're driving entirely in-state.

Yes - moreso than that. If you are driving out of state, eventually you'll need to buy gas out of state as well. However, assuming the odometer reading is taken yearly when you buy tabs or something, all your out-of-state driving is factored into the tax no matter what.

Additionally, people from out of state driving in Washington won't pay any tax at all by the odo method, but they would be paying the gas tax.
