I'm getting out of a similar situation right now, minus the probation hell. I landed my "dream job" about a year ago, only for most of the job duties I was excited about learning to get stripped out without my consultation and replaced with the same stuff I hated doing in my last job. My immediate supervisor was obviously gearing up for retirement the whole time (and is now officially retiring in three weeks) and my boss is too inconsistently scheduled to provide any strong guidance or mentorship.

I'm lucky enough that I have some pretty strong protections for my employment; I'm not unionized, but it's sufficiently onerous to actually fire somebody here that we're letting another employee ride out another 3-5 years rather than find someone else to fit the role. Accordingly, I've been able to adjust to a feast-or-famine model of work with little to no feedback about my performance or expectations for my role. It's definitely a better situation than Toriori but it's frustrating and stressful even though I know I'm not going to be fired or let go and that I can sometimes go weeks without any meaningful work.

I'd echo the "find a new job" advice but I'd also echo that what you're experiencing is probably >90% red tape and incompetence and probably isn't a reflection on you or your ability to do the job, especially if your peers are experiencing the same sorts of things.
